It is established
as a joint
venture company in 1997, between two major companies:
1- Al Bina establishment for international trading and
contracting it's headquarter at Jeddah Saudi Arabia.
Represented by Mr. Waleed A. Khoja chairman of the
establishment Board.
2- PT. Felima Orient Pacific, an Indonesian company, head
office at Jakarta Indonesia. Represented by Mr. Mustafa
Kamal head of the company Board of directors.
The Idea of investment on oil and energy in Indonesia
started 1997, after the preliminary study, and due to the
increase in the world demand for energy, and the increase in
oil consumption in China and Indonesia for its vast area,
Indonesia population about 270 millions and China about one
Billion or more, which means the need for energy is
increasing successively which grant a long term of
investment for the investor , and the capital payback in a
short period of time As Indonesia is an OPEC member , the
government In order to accelerate development create a
favorable fiscal climate for the investor through a great
attractive facilities available in the area for foreign
investment through unlimited support , and a lot of
incentives offered to the foreign Investors to encourage
them to invest in Indonesia.
Due to the above given facts, Al-Bina establishment, decided
to invest in energy and petrol in the Islamic republic of
Indonesia., and we have obtained the license of
establishing:
1- Crude oil refinery project capacity 200.000 BPD. As phase
one.
2- Petrochemical plant – as phase two.
The project is to be established at
Central Java, with a
co-operation of an Indonesian partner which is PT.Felima
Orient Pacific Company, for the logistic support.
The project will be established, referring to the law No, 1
year 1967 ,and No.11 year 1970 and according to the
president decree No.97 year 1993 JIS, and NO.115 year 1984
and 117 year 1999.
In accordance to the law No.5 year 1984, government
regulations No. 13 of the year1095 , decision letter of
Industrial minister No. 427/ M/SK/X/1997 and principal
permit of mining and energy minister No.2068/34/MDJM/1997
dated 30 May 1997.
Referring to law No.8 of year 1983 and No.11 of year 1994 ,
No.18 of year 2000 and Law No. 10 of the year 1995 ,
government regulation No. 12 year 2001 and No. 43 of year
2002 , and the decision letter of Finance minister No. 135
/KMK.5/2000.
Albina establishment has
been granted the license and approval letter for foreign
capital investment on 9 September 2004.
